Thanks for your bug report regarding php5 in bandwidthd-pgsql.
I've just uploaded an improved version of bandwidthd to unstable,
hopefully this version should take care of your issue (among others).
(I downgraded the dependency to Recommends since not every user of this
package

Dear maintainer,
your package depends on php5-gd (GD extension for PHP5), but it does
not declare dependency on any PHP5 SAPI.
You need to add something like:
