Note how debian/rules passes -L/home/buildd/lib
instead of
-L/build/buildd-apq-postgresql_3.0-3-hppa-FQK8gP/apq-postgresql-3.0/lib.
Of course, the directory where the build takes place
is dynamic so its path cannot be hardcoded.

Adrian-Ken, do you need help with this bug? It seems quite trivial
to fix by adding the proper -L option.
Note that this package is the last Ada package that has not yet
transitioned to gnat-4.4 in testing; this bug prevents removal
of gnat-4.3. Also, we are getting close to freezing point.
