Bug#1084539: scribus: removal of Python standard libraries in Python 3.13

The Scribus project says the dependency isn't required. Scribus can be built without the component that needs it (and is usually built that way): https://bugs.scribus.net/view.php?id=17371 . Scribus also just released a new version (1.6.3).
