I found that it is always returning error code 2 without anything output
to stdout or stderr.
Downgrading cifs-utils to 2:5.3-2 is a temporary workaround.

libvncserver0 was upgraded a few days ago from 0.9.7-3+b1 to 0.9.8-2.
This broke krdc's ability to connect to vnc servers.
Downgrading libvncserver0 to 0.9.7-3+b1 resolves this issue.

Here's 2 different workarounds:
1 - enable KMS in the kernel
This caused everything to be super slow
2 - delete or comment out /etc/modprobe.d/i915-kms.conf
This essentially disabled KMS from the module
