This test failure is a known issue which is caused by the expiration
of a CA certificate which was used in the test suite. The problem will
be addressed in 2.18.2, which is expected to be released within the
next day or two.

It might be worth contacting OASIS on this issue, not sure. Maybe they would be
willing to relicense or clarify licens
