atest sid and did an apt-get source cabextract and
dpkg-buildpackage and it built just fine.
I can't imagine why the makefile would be missing. Is this
reproducible on your end?

I'm aware of these issues and will be uploading a new cabextract
package shortly.

here seems very small to me.
