I applied the mod to /etc/tomcat5.5/policy.d/50user.policy as indicated
in the bug report there, and admin now works.

I'm still seeing the original problem using 1.2.7-2.
Note that this is not a problem with reverse ordering. It's a problem if
_no_ ordering information is passed to pstops.
