It turns out that this post installation failure is related to the
presence of plugins. If either the redmine-plugin-local-avatars or
redmine-plugin-pretend packages are installed the upgrade of Redmine
fails. Once both of these packages are removed the installation succeeds.

this is really a JUCE issue. JUCE has dropped the included VST-opcodes
with 5.4; my original fix for #913915 was obviously incomplete as it
only allowed buliding JUCE-based plugins, but not plugin hosts.
