Bug#872262: How to replace throw exceptions in C++11

This appears to be a problem with the numpydoc extension. I can't tell what's happening now, however removing numpydoc from the needed/supported extensions in the package temporarily solves the FTBFS. For the record, this happens both with python-sphinx/numpydoc and python3-sphinx/numpydoc. #
