I just noticed that the latest openvpn update now ships a tmpfile in /etc:
/etc/tmpfiles.d/openvpn.conf
This is odd, since the package also ships:
/usr/lib/tmpfiles.d/openvpn.conf
tmpfiles in /etc/tmpfiles.d are reserved to the local admin
jrtc27 graciously lent me access to a VM so I'm building it now and will test
