system I am working on that I was in denial of libc6 not being the stable
version! I don’t remember why I have sid/stretch packages (I really should not
have).

There was an upload of fltk1.3 between the last successful reproducible
build and the failed build.
Something changed the output of 'fltk-config', the flags now include
'-fPIE -fpie' which cause p4vasp to FTBFS.
I have filed bug #809825 against libfltk1.3-dev.
