chromium is started with --proxy_server=localhost:8118 or 127.0.0.1. When

One workaround is to explicitly call 'bash ./configure' from debian/rules.
I can confirm that with this changed in BOTH places in debian/rules
(debian/rules runs configure twice, once in configure-stamp and once in

the attached patch fixes the genesis ftbfs. In addition to the
build-depends change for netcdf, I had to mess around with the 'round'
macro, which conflicts with the declaration of libm's round() function
