I fixed the svn-buildpackage FTBFS issue reported in 450454.
The reason it failed was that docbook-utils depended on docbook-dsssl which
depended on either docbook or docbook-xml. svn-bp needed the first to compile
and in some cases apt chose docbook-xml over do
