as far as I can see it is a bug in the postinst.
Configure starts with calling the function fixperms and then it calls the
setup_apache function.
in fixperms it tries to chown $configfile, but this fails because $configfile

The piuparts run was done on about 40 AMD64 nodes of the Grid'5000
platform, using a clean chroot containing an etch i386 environment

to reproduce it here. If you still can, could you please restart hald
and call it using "strace -f -o logfile "? I'm hoping
that might give more of a clue as to exactly what's going on where...

I to quickly assumed the freeswan package was not a transition
package since it contained files.
Here's a real fix that comments out some lines in debian/rules to avoid
installing any files in /etc. This
