Bug#993699: libxtrx: FTBFS with libsoapysdr 0.8

Tags 993699 +patch thanks I was able to grab the upstream fix and apply it to the libxtrx package. I also had to tweak the packaging itself to refer to soapysdr 0.8 instead of 0.7. Note that this involved a package rename, so would have to go through new if uploaded to Debian. I have uploaded
