Could someone point out to the libsoup changes needed exactly? Are we
confident they would apply on the 2.64 serie without issue? (and not
impact applications that would need changes to adapt)

WebKit is using libsoup's WebSocket implementation. Prior to releasing
2.68.0, I made sure that libsoup's websockets pass all autobahn tests.
There were a couple of tests that were failing due to issues similar to
