Here is a better patch which actually works. It's not so easy to see
when this is not working because if you are (un)lucky the timestamps
mean the rule doesn't run...

The program oathtool uses gengetopt. A .ggo file is provided.
But in the actual package build, this is not necessariloy used,
because the upstream source contains the gengetopt output.
In my test, the attached patch fixed this. I found
