Control: reassign -1 shim-helpers-amd64-signed-template

Apologies, I nearly missed this bug due to the split of the source
packages and templates for the signing builds. Reassigning to the
template package shim-helpers-amd64-signed-template, as that's where
the actual code lives.

(I don't know if this is actually a bug)
This package does not have any maintainer scripts. Hence, an update
places new versions of fbx64+mmx64 in /usr/lib/shim, but leaves the old
ones in /boot/efi.
