after thinking a little bit more, a Provides might even be enough to satisfy
the dependency.
To reproduce this issue:
pbuilder-dist sid login
apt-get install sane-utils
add experimental repo:
apt-get dist-upgrade -t experimental

was not removed, and sane-utils were removed as result.
