I think the answer is "no" re compiler/binutils. I tried to
remove gcc-base-10 but attempt unstall of a large number of
packages. gcc-10-base contain no binaries. The libraries are
needed by a /user/local/bin program.

That is not the current buster kernel (which would be 4.19.0-9).
