It is used in /usr/lib/rsyslog/rsyslog-rotate as a fallback when systemd

(used in /etc/logrotate.d/rsyslog and /usr/lib/rsyslog/rsyslog-rotate)
throws error in buster if no rsyslogd pid exists.
Please verify and fix if confirmed.

Ok /usr/lib/rsyslog/rsyslog-rotate uses systemctl not invoke-rc.d -
