Hello,
this is not a Debian specific bug. The same happens under Fedora
(see https://bugzilla.redhat.com/show_bug.cgi?id=1353063) and
with Emacs built from "pkgrsc". It seems to be related to GTK+ 3
because building Emacs 26.1 using GTK+ 2 avoids the problem.
