I have same issue.
DE: KDE 5.47.0 / Plasma 5.13.4
Kernel: x86_64 Linux 4.17.0-3-amd64
When I try the Bernhard/atte's solution I get this error:
# dpkg -i /home/iux/Downloads/libkf5plasma5_5.49.0-1_amd64.deb

I am also hit by this. It happened on all my Buster machines after the
last upgrade. The temporary workaround by Bernhard/atte worked for me --

Running with a local built packages of src:plasma-workspace
(in a just testing packages environment)
the systray came back and alt+f2 is also normal again.

this might be caused by having the current plasma-desktop package
built against libkf5plasma-dev (5.49.0-1) [1],
while in buster/testing is only version (5.47.0-1).
Looks like that package is not yet migrated from unstable to testing.
The tracker page [2] tells some reasons for not yet bein
I have the same issue.
xsession-errors.txt contains such errors:
org.kde.plasma: Applet "org.kde.plasma.icon" could not be loaded
org.kde.plasma: Applet "org.kde.plasma.systemtray" could not be loaded
and some other errors.
May be this info will be helpful.

file contains a future plugin version:
