Debian's nuget package is changing the source,
I suspect the actual bug is rather switching from:
https://github.com/mrward/nuget
to the official source now:
https://github.com/NuGet/NuGet.Client
This may be quite a bit of work, or package maintainer has a good
reason to stick to the nuget version from mrward.

Please consider updating nuget for the release as the current version
in the archive is quite outdated.
The latest recommended version is v4.8.1
Also as written by the original reporter, more recent versions of
nuget are required for several packages.
