On salsa is the new upstream release 3.5.0.
mod_python at https://github.com/grisha/mod_python now can be built
against python versions 3.3 through 3.8. (a patch merged today adds
support for python >= 3.7)
Providing libapache2-mod-python3 should now therefore be relatively easy.
Please package the new upstream.

default, or maybe by providing a libapache2-mod-python3 binary package.
