If you check the build logs, you can see:
checking for vapigen... /usr/bin/vapigen
and later:
Vala support:yes
Also if you do a search for dh_missing, you can see what files are not
being installed. As far as I can tell, there are no vapi files
anywhere and there is not an obvious thing

OK, that's good to know. So the next thing to check is if the build is being
configured with --without-vala
See https://git.gnome.org/browse/gegl/tree/configure.ac#n478

The vapigen program needs to be installed on the build machine. The VAPI should
then be generated.
There is a check in configure.ac for
vapigen:https://git.gnome.org/brow
There doesn't appear to be any .vapi file generated by the build.
Thanks,
Jeremy Bicha
Package: libgegl-dev
The stretch and buster-packages for libgegl do not supply the VAPI file
generated by the sources.
I suggest including the VAPI-file into the package
I use both stretch and buster on amd64.
