Locale is ru_RU.UTF-8.
I cannot change locale to C.
Could you please honor my request and keep the Debian Bug email in Cc?
Also I am not forcing to make this change as a permanent, just please *try*
it (with 20-apcu_bc.ini), if it is caused by the locale or not.

Could you try setting this to any English locale or to C.UTF-8 before
starting apache2?
I believe this only happens on locales with non-standard ordering of . and
_ characters.
