Hi folks I arrived here because my ssh service refused to restart throwing the very same error code. It was caused by mistyping a line in sshd_config file  (PermitEmptyPasswords "nonoyes", without quotes). Not sure this might help the bug issue, just in case... Pablo -- Pab
