Perhaps apt or some other tool should warn for installed packages that

automatic upgrade from php5 to php7.0 is not a very good idea as there
were many backwards incompatible changes.
The missing "automatic" upgrade path is deliberate (together with fact
that php5 continues to be usable).
I will provide some text to the release notes.

transition decided to use a meta-package called default-mysql-server to
provide a path for the transition during the upgrade.
