Hi,
this is still an issue on current kernels.
I am running Debian Live CD with 4.18.10, and tail -f, uses pooling on root
overlayfs, instead of inotify (verified using strace).
It is not a huge issue for tail itself, but for some other apps it can.

When using tail on the liveCD some updates are not reported. This seems to be
triggered by tail using inotify to identify modified files. Overlayfs does not
appear to be implementing inotify quite the way you might hope reporting only
again
