I looked at it again and solved it..
I could not tell whether systemd was using /etc/init.d/mysql or an
actual unit file so perhaps there should be a quick mention about this
in /usr/share/doc/mysql-server/readme.debian..

You might find it useful to know that we have support in
mariadb-server init.d script for reading /etc/default/mysql
