Control: tags -1 fixed-upstream
While not 100% perfect, one can pull two patches from upstream:

So far gdcm doesn't support openjpeg-2.1 [1]. It is possible to pin
gdcm to using v1.5 [2], but this would mean that most likely both
versions would be pulled in when a program is linked against gdcmvtk,

Hi,
gdcm declares:
Build-Conflicts: libopenjp2-7-dev
but also a build-depends on libvtk6-dev, that depends on "gdal 2.1.0->
libgdal-dev".
Sadly libgdal-dev now depends on libopenjp2-7-dev,
so the dependency chain is not installable anymore.
