If you remove busybox-static, and install busybox, does the system work?
Only test this if you know you're able to recover from the problems that
could result.
I think one of these would be appropriate (if Debian is willing to
provide Ubuntu compatibility in debian/control):

Severity: important
Dear Maintainer,
After having installed zfs-initramfs, update-initramfs
started failing, indicating that I need to install either
busybox or busybox-static.
Installing the later solved the issue.
