I'm affected by this. It makes python-pdfrw and python3-pdfrw not
co-installable.
It also breaks a host of other packages as a consequence. You cannot install
rst2pdf and ocrmypdf together.

AFAICT, the only reason the python-pdfrw package
Replaces/Provides/Conflicts pdfrw is that the very first pdfrw upload
accidentally left "python-" off of the binary module package name. As
such, these settings make no sense for python3-pdfrw,
