this is quite an important bug you have found here, thank you for
reporting it!
Debugging the postinst by adding a "set -x" to
/var/lib/dpkg/info/ejabberd.postinst
revealed, that the bug is not in the debconf part, but in ejabberdctl.
What you have seen is ejabberdctl's reaction to
ejabberdc

1) For example, the password:

leads to the following error:
