I just went through the same ordeal...
In the end, I found that I had an /etc/snmp/snmp.conf file
# As the snmp packages come without MIB files due to license reasons,
loading
# of MIBs is disabled by default. If you added the MIBs you can reenable
# loaging them by commenting out the following
Package: snmpd
Version: 5.4.3~dfsg-2.8+deb7u1
Severity: important
On startup, snmpd generates a long list of errors (see below). This happens
with the default configuration (i.e. purging and reinstalling snmpd and snmp
does not help).
