I can confirm that as of today this behaviour still exists in Debian Stretch.
The shutdown dialog is shown with all buttons enabled. Choosing an option only
closes the dialog. Subsequent invocations of the shutdown dialog only yield
the error message described in the original post.

I've found the same behaviour. All the information I can add is that
after trying to logout (with x11-xserver-utils uninstalled) these two
lines are appended to ~/.xfce4-session.verbose-log:

It's quite unlikely to be required. What happens if you remove it
afterwards?
