Sorry but systemd-shim does NOT eliminate the dependency on libpam-systemd. This bug should be reopened because the bad dependency is not eliminated by systemd-shim. It probably is intended to be and it's probably an unintended packing error that libpam-systemd is required even when systemd-shim
