Never mind... You mentioned here[1] that libnss compat depends on libnsl.
This is to confirm that the issue is fixed in 2.3.4-4 and you can close

Not the same bug. That one is s/comat/compat/ to fix a typo, and this one
is adding a different library to the chroot, libNSL.

I'm pretty sure that this is the same as Bug#729294 and was fixed in rssh
