Hi,
I also stumbled over this bug when testing Jessie Beta 1 (which uses
systemd). Extending /etc/init.d/kbd with debug information showed that
following part of the setup function causes it to exit:

readlink /proc/self/fd/0 | grep -q -e /dev/vc
