It seems mono 4.0.2.5+dfsg-1 introduced a ca-certificates-mono
package[1], so it would be a good idea to depend on (or recommended)
that...

Ideally the mono package itself would set up the root certificates
during installation similar to how the java package does it, patches for
that are welcome by the mono package maintainers.
I'll mention the workaround in README.Debian in the next upload.

After installing just the keepass2 package, keepass2 won't connect to
any HTTPS sites. Apparently this is because Mono doesn't have any root
