Thanks, you pointed me into right direction. I had systemd installed, but
it's inactive by default - pid 1 was init. When I rebooted adding
init=/bin/systemd to grub kernel line, suspend/hibernate options are back
in KDE menu. Also querying o.fd.PowerManagement for CanSuspend currently
returns true
retitle 747180 o.fd.PowerManagement reports CanSuspend = false
reassign 747180 kde-workspace-bin
