The only way to stop jovie is to pause it.
If you disable it (either general settings or secondary
click/configure jovie - general - click on enable text-to-speech
system to disable it) it will come back on every minute to tell you
the time

You might have enabled it to start on you session you'll need to disable it in
the system settings, Workspace Apearance and Behavior, Accessibility,
Text-to-Speech in the General Tab, and unmark the "Enable Text-To-Speech
System (Jovie)" checkbox.
