Looking at this from a new upstream release perspective we have
some changed cicumstances...
First off, the library no longer autostarts uuidd:

When libuuid performs an operation that wants uuidd, it tries to autostart
it if it's not running. uuidd is unable to start because the subdirectory
it wants to use in /run (which it still accesses via /var/run, but that's
a separate issue
