It seems like the biggest blocker is that building ath9k_htc requires
building an entire (cross)toolchain.
There is an open issue about getting ath9k_htc firmware into Debian at:
https://github.com/qca/open-ath9k-htc-firmware/issues/90
These issues are also mentioned in an RFP for ath9k-htc-fi
There is a Debian source package for ath9k_htc made by Trisquel people:

I think we must really shame our self this software is not in Debian Jessie!
Is there no RFP?
Maybe it cannot be in firmware-linux-free because the code has another
source.
