This is not a violation of policy *per se*, because documentation is the
responsibility of the developer, not the package maintainer.
However, the policy does state that a bug should be filed and left open
until documentation exists (
https://www.debian.org/doc/debian-policy/ch-docs.html#s12.1).
Sorry for reopening the bug - the current version still has no
documentation in it.
