The key that control this has moved from gconf to dconf.
You could use dconf-editor and to to /org/gnome/Empathy and you'll be
able to find the use-conn key there.

empathy doesn't connect to any account if Network-Manager isn't used.
The network interfaces are managed by /etc/network/interfaces on my system.
