It's a lot easier to reproduce than I previously thought... Steps to reproduce (KWIN effects enabled by default in KDE): 1. Go into Desktop Effects and uncheck the "Fade" effect. 2. Run any GTK application (dia, synaptic, iceweasel, firefox, libreoffice, GIMP, etc.) 3. Use left and right arrow key
