After much experimentation I discovered the following:
- I can't reproduce the problem if I use the default theme on Xfce4
- I can always reproduce the problem if I use the oxygen-gtk theme on Xfce4,
with
gtk2-engines-oxygen, gtk3-engin
Package: geany
Version: 0.21.dfsg-2
Followup-For: Bug #682153
The problem is also present in geany 0.21:

Hi,
Do you have any plugins loaded? Also, could you try the 0.21 release still
available on snapshot.debian.org?
I did not run into thus on any of my three amd6r systems :(

This happens in most, but not all cases when I use geany:
- I open a random file.
- After 1-2 min., one CPU runs at full load.
Tasks: 124 total, 3 running, 121 sleeping, 0 stopped, 0 zombie
%Cpu(s): 36.9 us, 16.2 sy, 0.0 ni, 46.9 id, 0.
