Roger, I think you misunderstand how multiarch works.
No changes are needed to qemu in order for it to be installable inside
a chroot, as you (and I) desire.
All that has to happen is for multiarch to be enabled in the chroot
and for qemu: to be installed. That's it. qemu doesn't
need to have an
